after I download a new plane how do I open it and out it in RF 7.5

You need to import the plane to install it.
Click on Simulation/Import/, select import rfx type files, then point to the file you just downloaded and it will install.
After it's installed, you will be able to select it from your list of planes.
If it was a variant of an aircraft ("Plane Name.VA"), you will need to import the original plane with an extension of ".EA" (entire aircraft), otherwise you will not see it in the listing. If that original plane was from an expansion pack, then you need that installed. Most are available free from RF.
