RF9 Windows 10 install error

I just purchased RF9 and am installing on a Windows 10 workstation. I keep getting the error:

KEError 16119: Error determining DirectX EULA length. Original language code:9

Followed by another error:

KEError 116118: Unable to display the End-User License Agreement. Installation aborted.

I tried copying the DVD contents to the local drive, turning off Defender, running as administrator, and even downloading a copy of the program from RF. Same error message. I can find nothing in a search referencing it at all. Any ideas? Thanks
 
I did see the suggestion about creating another account with admin rights. Did that too, same results.
 
getting same error

I have updated all software and uninstalled video drivers and updated them. Still getting this DirectX error can someone help I want to get this running for the fam
 
I don't have RF9 to check, but I'm pretty sure that (likeRF8) it requires a few files from DirectX9. There may be a DX9 installer on the DVD to install those files. And/or call RF's tech support number. They're VERY good about solving problems like that.
