Rocket rotational gyroscopic stabilization

I want to make a rocket model consisting of several parts connected by a "bearing."
One part will be a cylinder that rotates at a certain speed, creating a gyroscopic effect for stabilization.
The other part will have control surfaces and be in a relatively stable position, allowing for control of the rocket.
During launch, the lower part (the cylinder) begins to rotate. I installed a turbine for thrust and two counter-tilted turbines for rotation. The rotating rocket flies very stably without the need for control surfaces.
I want to add a section with control surfaces on top that will perform minor flight corrections.
How can I best implement this design so that these two parts can rotate independently?
