i have reinstalled so many times i did not update
or will not update it until i fix this problem

This part is very suspect:
Make sure you have the latest video card drivers installed, as well as dx9.0c

Your video card is much too old. Seems to come from Pentium III times.
I wasn´t even able to find much information about it.

Yup it's a DX7/8 card, not a DX9.
