your video drivers are out of date. this MAY help. other than that, i don't know yet. are you getting any errors? let me know what your doing and i'll try to help you out.
 
Go to Nvidia's web site to get the latest drivers.

To install Add-on's 3, you'll need the "installation fix" found via the FAQ pages.

i had a problem similar to this when i first started g3.5. once you installed the add-on, did you launch from the launcher, or just click the 3.5 icon? once you instal an add-on or expansion, you have to start from the launcher the first time for RF to SEE that you changed the program. let me know if this helps.

I'm starting from the launcher with disk in drive, prompt
comes up and I click choose add on vol 3 and then the set up
starts to run and reaches 100% of the setup but installshield
never comes up to complete add on.

Try killing off background processes that are not ESSENTIAL to the operating system.

Usually one process will be responsible.

"BINGO" thats what it was, now its very slow and frame
rates are 1 or under, so I can't fly.

after doing some research on your video card, i've come to the conclusion that you really dont have enough video ram (only 64 MB) to run RF. this is acoording to nvidia's web site and the fact that your specs don't say how much video ram you have. this would definitly explain the 1 frame per second issue your having. you may want to consider upgrading your video card to at least 256 MB to really get some enjoyment out of RF.
