Rates and expo are set on each model separately in the Aircraft Editor. RealFlight uses a "software radio" to allow you to make changes to things like that when your controller is not programmable, such as one of the Interlink controllers. I have a writeup here about how to change those settings. I believe most models already have high and low rates configured. Sometimes it's just a matter of knowing which switch(es) its assigned to, or maybe you still want to adjust the settings.
If you are using your own radio as the controller and it's programmable, you can choose whether or not RealFlight should apply rate and expo, or if you want RealFlight to always be at 100% rate and 0% expo so you can adjust that on your radio instead. There's a checkbox at the bottom of the Controller Profile screen for choosing whether the software radio applies rate and expo.
