In 1964 the Czechoslovakian Ministry of Defence issued a preliminary technical specification for a new light attack and weapons training aircraft to replace the L-29. Flight tests showed that the L-39 had excellent flight characteristics and in 1971, preparations were made to produce the L-39 at Aero's factory.
