Unfortunately, that's a known bug in NX firmware 3.13. The Game Controller mode no longer works properly. It connects to Windows and appears as a game controller, but nothing happens when you move any sticks/swtiches.
You can downgrade back to 3.12 or wait for a new version with a fix.
