Yes. For example the circling buzzards are designated as "Ferris Wheel Object" in the editor. I have a field too with custom moving cars and trucks (Gronimod - UAE Tareq Al Saadi Flying Field). The cars are designated as "Roller Coaster Object". As far as how I know you need 3DS Max or something just like creating a model to design the object.

Anything that can be created in 3Ds Max can be created in Blender. It's likely a motion path for the roller coaster and a rotation axis for the ferris wheel, but I haven't looked into it.
