Adding an Aero Tow Hook component means that vehicle can be towed by other vehicles. It does not mean that it can tow other vehicles.
If the currently loaded vehicle has an aero tow hook, the "aerotow" console command allows you to attach it to another vehicle. Type "help aerotow" in the console for more information.
If its Launch Method is set to "Aero Tow" it will automatically attach to an aero tow recording if one is present at the current airport.
